WordPress does not take down a site if a plugin isn’t compatible with the latest version. You can see this in practice if you use the Live Preview on the Plugins product page, https://projectdmc.org/plugins/simple-banner/, which always uses the latest version of WordPress, but Simple Banner still functions properly. You likely have another plugin installed that is performing this action.
