Having a redesign done on a WordPress / woo commerce site that I built myself. Is it reasonable to expect a developer to achieve a 90+ performance score for PageSpeed Insights as part of project deliverables? Usually running 60-70 now so am thinking it should be something that improves if I’m paying someone to do it.

Maybe, maybe not. If you get it written into a contract, then yes, but that would be very conditional of having 0 3rd party plugins installed. Also need to start with a very good developer and expect to pay a higher rate for them as well.
I can tell you first hand achieving high google page speed scores is no easy feat.
