This is the first time I’ve ever tried to make a website, my domain is registered with Google Domains, and I’m trying to use WordPress on Hostinger.
I can get a basic website live without issue, but trying to do anything more professional looking just leaves me stumped. A couple examples of what I’m having trouble with are a lot of the themes have generic photos in the navigation bar across the top of the page. I can not find a way to either remove the photo entirely, or replace it with my own.
I can’t find any way to have the background be a static image with the text scrolling up/down on top of the static image.
I can’t find a way to have text on top of an image and continue down off the image (image having a block of text and then putting an image smaller than the block of text as the background for some of the text).
I can’t find a way to have the background even be consistent. I can set a background color, or image, but then every text block is white with black text on it rather than continuing with the background color.
I can’t find a way to have a block of text that “wraps around” an image. What I mean by this is having the text the full width of the screen until it gets to the top of the image, then it just uses however much width of the screen is left until it gets to the bottom of the image, then goes back to full width.
Am I just missing the menu options to do these, do I have to pay for some extra service, or am I just completely missing everything and I need to just go find a developer to do this all for me?

All of your complaints point to your theme not being very user friendly. We absolutely need to know which theme you’re using to begin to help answer your questions.
You could do this all very easily by learning the basics of web development. All the things you have listed can be done with a bit of CSS and knowing how to target specific elements. If that doesn’t sound like something you want to do, just get a developer.
I suggest Kadence. They have a number of templates you can import.
