What are some ways you automate your WordPress /event /action?

I need to automate a simple process: Get the number of transactions , check if the payment is done and see what king of pass or discount that individual or group is available. Also, I want to limit the transaction from a group to just 10.

Is it possible to do it with CLI or Plug-in(free or paid)?
