My client is looking to upgrade their very old & basic HTML/CSS website built in 2005 with a dynamic WP site, showcasing both products, services, and blogs.
As I mainly have experience with non-WP builds in HTML/CSS/JS, I would love to hear insights from WP developers on how you guys approach your projects.
Basically, I know about the concept of Theme Customization (briefly), using WooCommerce for product catalogs, ACF Fields for customizing content management, and select plugins for other functionalities.
Are page builders like Oxygen/WpBakery recommended, or are there better alternatives?

It looks like whatever you want it to look like. Everyone works differently. I’ve seen agencies that only do full custom and other agencies that use Astra. Do whatever gets the job done for you and the client.
My feeling is that eventually all page builders will be made obsolete by Gutenberg (WP’s built-in page builder) but right now Beaver Builder has niceties that make it superior if you have the full license and themer option. I would avoid WPBakery and the Elegant Themes builder but that’s just personal preference.
