what is involved in starting a multiple user WordPress blog?

Likely this isn’t the right term. Pretend you want to start a blog for gamers, gamerblog.com for example, and you tell users to create their own blog like soandso.gamerblog.com or 16bitking.gamerblog.com etc. How does this get done?
