So I am working on a site on Local to further understand WordPress, and I have some questions as to how to change the layout. I would like to upload this site to Github so I can ask questions. Is this possible? Can you point me to a resource on how to do it?

You can create a repo for your theme and track changes, but people won’t be able to help with much without access to your database to load your content / settings. Do you have experience with git or understand how it works?
You might be able to get basic help if you post screenshots with detailed explanations of what you’re trying to accomplish, but you’re still asking a lot.
