What questions to ask WordPress dev before hiring for custom plugin.

As title suggests, what are good questions/answers I can ask to make sure I hire a good dev for my project? I need a custom plugin that will interact with printify api, woocommerce, and maybe stripe. This plugin will create products based on user selected/generated content. Thanks
