What’s a good way to create content templates NOT layout template

Let’s say every month I create a status post with the same ten sections and subsections. It would be great to have a way to just start a new post and have the “outline” populated.

Is there a good way to create a content boilerplate? Everything “template” seems to be about creating a specific layout of the page, or grouping of blocks, not just prepopulating a set of gutenberg blocks which is what I’m looking for.
