What’s the best way to work on a WordPress site for someone who can’t code?

Just started a new job and I have no background in coding OR web design, but I understand basic UX principles, and I’ve created my personal site on Elementor in the past. (I avoid it now because of site performance issues, but seems like there are plenty viable alternatives for beginners). I also have experience with page builders like Beaver Builder and WP Bakery, with the latter making it super easy for anyone to go in and edit elements on a website. So here’s my conundrum, I’m being asked to make a lot of changes to a site as well as creating popups and landing pages, but all they have is the WP classic editor, which feels ancient & too slow to be practical or efficient for my workflow. They also use wordpress.com, rather than .org so I can’t add plugins.

Three questions:
1) What is the exact difference between Block Builders like Stackable and Kadence (are they essentially Gutenberg plugins?) and page builders like Oxygen/Breakdance/Elementor? What would you recommend for someone with little to no coding knowledge but tons of interest in the live editor/design aspect of building websites? I’m a visual person. I like to browse templates and see what I’m creating.

2) Do I need to push for an upgrade to a business plan or to shift the site to wordpress.org? Is that the only way I can get out of my classic editor prison? (i.e. Do plugins like Oxygen work on WordPress.com?)

3) Am I totally out of my depth here?
