What’s the difference between page builder and WordPress?

In the sense that

I tend to use divi at the moment but I do all of my css in the style sheet and use the code modules for divs.

I feel like I’ve outgrown the page builder.

But how would I lay out my divs / content to style.

Is the WordPress blocks where you put your div or do you have to php as I know nothing of php really but I’m sure chat gpt could do that bit.
