When did plugins start to require a paid “plan”?

I did a few sites with WP like 8 yrs ago and now I wantes to test again and to my surprise the once free WP now needs a paid “plan” to do anything other than basic posts. The reason I’m back on WP is that I’ll start administrating an existing site and wanted to play on a private dummy site.

When did this change really happen?

  1. Your title and comment don’t quite match up. Plugins have had paid plans for years. However, [Wordpress.**org**](https://wordpress.org/download/) itself (the self-hosted version) is free. You may be thinking of WordPress.**com**, which they host and have their own plans.
