I inherited a WordPress site from another dev and there’s a file called softperms.txt in the root. It lists every file and folder in the installation and which file permissions should be applied.
Does anyone know what may have generated this txt file? Is there a plugin that does this? Is there some utility that sets the permissions and generates this file that I’m not familiar with?

There’s no way that can be a good sign…. I’d recommend installing Wordfence and running a scan. Though it could mean your server is compromised.
