    For real, Upwork is a decent starting point. LinkedIn also if you know how to operate the search option to find people with specific skill sets. Also Google but you’ll just stumble across agencies and freelancers charging a premium.

  3. Look for local business websites that you like, contact them, and ask who does their website.

    Whatever website developer you contact, be upfront about your budget and needs. Be wary of anyone who accepts the work without knowing those two things.

    The things you should ask about are:

    * Host Uptime SLA (should be at least 99.95%)
    * HTTP Request Time to First Byte (A measurement of the server’s latency)
    * Included number of landing pages (Pages designed to attract a specific customer)
    * Out-going email deliverability (Are they checking webform emails are received)

    Every website should include:

    * SSL
    * HSTS
    * Technical & On-page SEO
    * A passing score by 3rd party audits (Lighthouse, GTmetrix, SSLlabs, Security Headers by Probley, etc.)

    This is speaking from experience, as these are how I qualify the websites my business provides.
