I am looking for something with this key feature:
The ability to generate custom short quizzes based on a large test bank.
Example:
Out of a large, categorized test bank (Chapter 1 has 100 mcq’s, Chapter 2 has 100 mcq’s, Ch. 3… etc.) the student can create a custom 30 question quiz where the software randomly selects 30 questions from selected sections. Preferably it will give a roughly even distribution of questions from each chapter selected (not all from one chapter).

I can vouch that ProProfs does this. Add as many questions as you want to the quiz and then set it to only show X amount randomly.
