Which plugin should I use for file storage that needs customers to be able to upload and provide different levels of access for other users?

Hi, looking for recommendations on what plugins to use.

I need to be able to provide customers with a unique login that they can set up themselves. There will be absorption for this. They will then need to have access to upload files. Images videos word dogs and pdfs. And then the need to be able to set up access for other users to view and download those files.

But they also need to assign access on a per file basis as each user may need to have access to different files.

What would be your recommendations? Thanks in advance
