I want to use the plugin to design my new site whilst keeping the site live. I know that content created using plugins will be deleted when downgrading to the Starter plan, but does this apply to using a staging site, even though I will not be downgrading until the new site is live? I will not be using any additional plugins for the content.

You will lose access to the staging site.

You would build the new site on the staging site, then sync Staging to Production.
