Wirecutter’s Table of Contents?

Does anyone know if a certain plugin can do what the Wirecutter’s ToC does?

If you’re on mobile, each heading section opens like a nested FaQ line. If you’re on desktop the ToC looks like a typical table.

I haven’t found a ToC plugin that treats mobile differently like that.
