Likely, but it depends on which shipping extension you’re using. I suggest asking through the dedicated support channel of your shipping extension. IIRC, you can stack multiple shipping extensions into WC. I would think there’s already a flat rate extension you could install in parallel with what you have now. Or you could develop your own extension. For further guidance on this option I suggest asking through WC’s dedicated support.
