Unfortunately, you did not answer my question. Therefore, I can only give a general answer to your question about the FTP: either these are the data that you have to set up on your local server (if you want to log in there) or you have to ask your previous hoster for them. Unfortunately, I can’t give you more details without further information. WordPress itself does not provide an FTP server with access.

P. S.: I solved this problem by adding ‘define(‘FS_METHOD’, ‘direct’);‘ to wp-config.php. This is recommended for localhost only, though, since it is not safe.
I assume you mean the plugin that you can install via Tools > Import and then use. This does not belong to WordPress itself but is a plugin, this one here: https://projectdmc.org/plugins/blogger-importer/

Where do you have to enter FTP access data? The word ftp does not even appear in the importer plugin.
