WordPress Health & Troubleshooting plugin completely crashed my site when I enabled troubleshooting. Any thoughts on how to fix it?

I installed the WordPress Health and Troubleshooting plugin to try and troubleshoot a conflict between plugins. As soon as I enabled troubleshooting it completely crashed my site. The admin panel won't load, the site won't load, and recovery mode doesn't work.

So far I have tried the following things based on troubleshooting steps from WordPress with no success:

  1. Opened my database in phpMyAdmin and changed the Options>Active Plugins record to i:0:{}.
  2. Using FTP, I renamed my plugins directory to plugins.hold and tried to load /wp-admin/plugins.php
  3. Renamed the directory for the Heath & Troubleshooting plugin.
  4. Deleted the Health & Troubleshooting directory.
  5. I restored my Themes directory from the most recent backup.
  6. I restored my plugins directory from the most recent backup.

At this point I don't know what else to do without a more nuclear option.
