Ok, it's bad enough you need a paid version just to connect your site to google analytics, but when you need a paid version just to add a free plugin that allows you to categorize your pages?
Read the sticky post on the difference between WordPress and WordPress.com. They are not the same.
Self-hosted WordPress you can do whatever you want and use any plugin you want. The .com is a hosting service with limitations.
