Can I create my entire site on WordPress.org on my local host and then transfer it to WordPress.com? I just don’t want to have to pay for hosting, domain etc. until I’m done building the website itself
Why would you want to transfer it to [Wordpress.com](https://Wordpress.com)? Self-hosting (i.e. hosting it anywhere besides WordPress.com) is almost always cheaper and doesn’t have any restrictions.
WordPress.com is a proprietary hosted platform whereas WordPress.org is a self hosted framework that you place install build on a host of your choosing. You will do more damage moving your site away. But hey if you must for some weird reason. It’s your site. Just know you may have limitations over there depending on your niche.
It’s not Blogger of 1998 where you have a free site. You still pay over there.
