WordPress Plugins – Too Many to Take Over?

I have been working in website design for small businesses for three years. I am not a developer, but know enough to get the work done that I need to. I have a new client that I initially thought had 20 plugins on their website, but they actually have two websites (members and non-members) and the second website has 81 plugins!

Some clients/members are experiencing technical issues that could either be simple fixes, or something bigger like a compatibility issue from one of the numerous plugins. My first reaction is that these people need a developer to sort through everything and build them a custom program for their site. But as I have been working on it, I feel like I need to tap into more expert minds for advice before I advise the client one way or another.

Here are my questions:
1. Should I run away from this work?
2. Is it figure-outable by someone who isn’t a backend developer? (I know I don’t have the plugins listed, but they vary in purpose and build from simple to complex)
3. Is this the job for a developer or just a more expert website specialist who understands all 81+ plugins?
