I went through the process of PHPmyadmin > export > custom and clicked all all files will this be the full back up that I need for WordPress when I import this on the new VPS account with Bluehost or am I doing it wrong and need to backup something else [BACKUPFILE]) This is the file after done exporting is this the correct way of making sure my WordPress is the same as it was on this new hosting

That’s just your database backup.
You have to back up your files too – manual process:
Hubspot shows the process with a plugin (Updraft Plus) – I think there are free migration plugins you can find too –
