WordPress site held hostage by developer

Hi there,

I don’t normally work with WordPress but I have a family member that came to me for help and I figured I might ask this community to see if there’s any tips that could help in this situation.

This family member paid a freelancer to develop a WordPress site along with a monthly retainer to host/maintain the site with the promise (yes, there is no contract) that she would own the site/be able to transfer the site whenever she no longer needed his services.

Fast forward few years later and my family member no longer wants to do business with this person. She brings up the wordpress site to the freelancer and to transfer it to another hosting provider. Short answer: the guy doesn’t want to transfer it, go kick rocks. My family member doesn’t have access to the admin panel because shes never needed it. Doesn’t even know how to access it.

I tried using wget to download all the assets locally in an attempt to try to be able to host her site (its mostly static, nothing really dynamic, no forms, just a call to action with a phone number). The site seems to be using an Elementor plugin and so a lot of the site assets don’t load properly – mostly icons and such that were used from what I presume came from the Elementor plugin used.

Any thoughts? I feel like she’s pretty much screwed lol but I’m obviously trying my best to help
