The plugin “WPBakery Visual Composer” is WPBakery Page Builder: which renders using shortcodes.
The Visual Composer Website Builder: https://visualcomposer.com/ on other hand renders using react-based layouts.
Due to this, unfortunately, there is no converter available to convert the content.
You can use both plugins together and build any new content using Visual Composer Website Builder. This will make sure that any old content will be rendered using WPBakery Page Builder.
Another option can be to re-built existing content using Visual Composer Website Builder elements.
