Youtube previews appear in comments for Admin users but not for Authors

I have a community site with ~10,000 registered users who have the Author Role so they can create posts and post comments on others posts.

When an Author posts a comment with a Youtube link in it the Youtube preview doesn't appear, just the URL as entered, however if an Admin user posts the same url the video preview appears.

How do I extend this so that Youtube previews work for Authors as well as Admins?
