The “Country availability” setting below “Contingency for 3D Secure” is not coming from the PayPal Payments plugin but from a third-party plugin.
If you encounter any problems with this functionality, I suggest contacting the extension developer to clarify how it is supposed to work. I know that certain third-party plugins implement modifications for PayPal Payments, and we can’t entirely rule out that these may break after some updates.

Indeed my apologize. This setting is coming from WCML and apparently it broke with your update.
Snce I’m also using “WooCommerce Conditional Shipping and Payments” plugin I added the exclusion here and it’s working fine.
