About once a week a customer checks on an order that didn’t arrive because they forgot to complete the order. I take the card number, look up what they had in their cart and add it to the system manually. Is there an abandoned cart plugin that doesn’t just send reminder emails but will also create an order from that user and cart?

This one worked great for a project I set up awhile back:
It’s very helpful for keeping track of abandoned carts and sending emails to remind people that they abandoned their cart. You can also manually click to send the email. The email typically has a button to recover their cart, or go pay for the order.

Uhh, I hope not. You should not have access to that and it breaks PCI rules.
What ecommerce system are you using? It’s fairly difficult to not complete an order with Woocommerce. There are a few abandoned cart plugins (google them) – it’s up to the user to decide if they want to finish the checkout – if you do it it would be considered theft.
