We understand the situation, and the whole PDF generation action is handled by TCPDF for PHP as you’ve noticed.

Converting an HTML structure with CSS instructions to a valid PDF content and document often involves some discrepancies, especially because the PDF document is not a web page displayed by a browser.

Our suggestion if you are having difficulties with background images set via CSS or through HTML attributes, is to switch to a regular IMG tag that you can display anywhere in your template file.

You should always prefer absolute URLs to relative URLs so that fetching the remote image to be included in the PDF document will not cause any issues.
