It’s strange that section is missing because it gets added by WordPress itself, rather than the Period theme. Can you check if you are on a new version of WordPress and update if running an older version? Otherwise, if you have a multi-site network, you might not be seeing it if you aren’t logged in as the super admin.
The only other possibility is that a plugin conflict is causing it to go missing. You can temporarily deactivate your plugins to check this. If that fixes it, you can reactivate each plugin until the Additional CSS section disappears again, and then you’ll know which plugin is responsible.

In fact the website klimastammtisch-ahr.de is part of a multi-site network, so your advice to log in as super admin solved the problem.
The main site natur-hochwasser-schutz-ahr.de immediately showed the result of the additional css-code. I would guess that the changes I add as super-admin on the main site will show on the subsite after clearing the cache.
