Admin received email abt new user but user doesn’t get the email

I am using WordPress 6.3. The subscriber role is set up to require email activation. The admin receives an email alerting of a new user but the user never receives the email.

I have check in the spam folder and not there.

I d/l Check and Log Email. I sent several tests to the user and they receive emails. gmail, yahoo, and private domanins.

I also use WP Mail SMTP

Any help appreciated.
