Is it best practice to use a coming soon plug-in if I’m building a site or what?
I want to buy some domains and then build the sites up over time when I get the time. The sites will be under construction so I don’t want people to see it. Is it best practice to just use plug-in? Or what is recommended in these situations?
Focus on site layout first, create headers, then submit sitemap? While hiding site with plugin?

Super simple make the site and nobody is going to ever find it there’s absolutely no need for coming soon who on earth is going to magically find your site? People don’t just guess website names
Only if there is a reason for people to find it. Like if you have been advertising or something. Otherwise, set it to ask search engines to ignore it and build away.
I guess I’m on a different track. I always use a simple coming soon plugin to block the site while I’m building it. Then when I release it, it has a tiny bit of history.
Btw, coming soon and maintenance mode mean different things. It is my understanding that coming soon clears past history.

The point is to be transparent to your visitors/customers. Let them know the construction is in progress, instead of some technical problems.
You’re a visitor/customer yourself. Sure you want to know whether it’ll be back to business soon, instead of wondering whether it’s shut down.

A plugin can do the job, while some web hosting services also have such an option.

You don’t submit the sitemap until the construction is completed and ready to go public. Do it once everything is ready, no rush!
Of course, if it’s emergency maintenance, then the priority is to fix the problems.
