The person that made my website has been charging me 200$ a month since 2019 and is not working on it anymore. I asked to transfer it to a blank wordpress i made and i will import the code. He sent me a backup of the site with all the codes, in a million folders in zip files. How can i import that into my wp. Thanks.

Nobody can answer this based on what you posted. Show a screenshot of what the zip contains.
Generically, any of the good “export” plugins dumps a single file… usually xml structure…

It’s tough to share full instructions. You said blank site, but is it on a new domain or are you using the old one? Have you changed the nameservers at your registrar?
Sounds like you were sent a full site backup. If done traditionally there would be a wp-content folder and a .sql database file. Using S/FTP you’d copy the wp-content folder over top of your fresh install wp-content which would restore uploads, plugins and themes. Next you’d restore the database. There are multiple ways to do this depending on your host. I use WP-CLI but not every host offers it. Anyway find a way to restore that works for you. After this your old site would be back to the way it was on the old host which would be your old login not the new one you made when you created the empty site.
If the zip file is more than those 2 things you’ll need to tell is all the folder names but regardless the wp-content folder and .sql file are all you need to get back to where you were.
Were they “not working on it anymore” or were they hosting, updating plugins and core WordPress, and renewing annual licenses for premium plugins. I’m often shocked at how much business owners under value maintenance for WordPress. Also, If you update a plugin and your site goes down due to an error, what’s your plan?
You seem to have overpaid, but now you underestimate the complexities of importing, running and generally administering your own WP website. Would suggest to hire someone for this one-off transfer job, but also find someone else that inspires your trust that would help you with maintenance, while also assist you learning doing it yourself, if that’s what you want.
While you have a valid problem statement, the context shared is vague to get a valid solution from any experts here. To start with, since I bet you have access to your WP website backend. Are you able to migrate the website using plugins such as All-in-one migration?
You can proceed to seek help either for a more descriptive problem statement or trust someone to figure it for you.
