I am looking for a plugin that clients can use to create an account and submit files that serve as proof of course completion, so they can be granted a certification. Then they would be certified and be able to view their certification status and expiration. They also need to be able to update their name, title, and company. Any suggestions?

Create a Google form and add it to the page. It allows users to upload files and you can collect data and review entries in Google sheet.
I don’t know a plugin for that but the above seems more feasible and easy to accomplish.
