blocking purchases outside EU

Hi,

I'm currently developing a woocommerce project that is supposed to only sell items to EU countries for the time being. How can I block different countries from ordering without blocking their access to the website? Is it even wise to keep it unblocked if they can't order just because it will be available in a couple months?
