Calculate tax based on Shop base address – doesn’t work

Dear David, first of all thank you for such useful plugin!!!

We need to set the tax value relative to the store country (not the user country). We set the setting ‘Calculate tax based on Shop base address’ under Woocommerce tax settings as well as under VAT Compliance Settings -> Other WooCommerce tax options potentially relevant for VAT compliance, but on the checkout page we have the following behavior:

• if there is no pre-set county, we have tax based on the country of the store – that is correct.
• if a customer specifies a country different from the store’s country, we have tax based on the customer’s country – that is wrong, i.e. we are expected to have tax depending on the store’s country for all cases except when the correct VAT is set.

Can we get the desired result?
