Hello, so I a m making a woocommerce website for our business and I was thinking of using my friend’s Flatsome license he used to build a website for school project. On themeforest there is written: “Use, by you or one client, in a single end product which end users **are not** charged for. The total price includes the item price and a buyer fee. “. So technically he bought it but it was used only on his local machine and never used in final product. Can I use it for my website legally?

yes. A local machine does not count as an end product. You can also have a dev / Test machine with one license.
Only one licence can be used at a time. You won’t be able to register the theme on your new site if it is registered on a live site. The type of domain name used when registering the licence determines whether or not the site is classified as “live”. Generally a local site uses .local or .test.
