Cannot activate any 2fa

So I’m trying to update a family member’s wordpress(.com) security. It’s a free account. I’m in US, account originally set up in a European country. I can reset password, set a recovery email. It simply will not let me add a phone number or use a phone number as 2fa though (code gets sent to verify the set up) but then it says there’s an error. Ditto on my first choice of authentication, an authenticator. It scans the QR code, I enter set up code and then says error. Both errors very generic and of no help unfortunately as to what to do next. I tried this a month ago but same problem today. We did have 2fa authenticator on it before but I had to turn off as we lost access to that phone. Turning it on again has been the problem.

At first I thought it was timezone so changed that to local (though only today, not during first attempt). No dice. Changed password too and then tried again. No dice.

Timezone was changed in site settings. Maybe I’m missing other areas?

Any thoughts?
