Thanks for reaching out. You have come to the right place as this is a WooCommerce core feature.
However, this is the intended behaviour of the shipping calculator form. As your cart page has shipping calculator enabled, by design, the only editable fields in the Cart Page shipping calculator form (country, city, state, and zip code etc.) are those that affect the shipping cost. The Checkout page has the shipping address form for customers to fill their complete shipping address.
I see that an issue had been created back in 2018 for this on GitHub : .
But, it has probably been closed due to lack of votes in support of changing the behaviour of the shipping calculator form on Cart page.
You can prevent the confusion by disabling the “Enable the shipping calculator on the cart page” option and enabling the “Hide shipping costs until an address is entered” option under Settings > Shipping > Shipping Options. This will prevent the “Change address” option from being displayed in the Cart Page and customers can now directly enter the shipping address in the Checkout page and shipping costs will be calculated and displayed once the address is entered.
Above the address it states Free Shipping (Because I have it set up that way) but the color choice is gosh awful. Where do I change that?
