Do you have JetFormBuilder plugin by @crocoblock by any chance @aklig ? If so can you retry with that plugin disabled?
I have had 2 reports from other users that get the exact same problem which in both cases was caused by (a recent update?) of that plugin .. :-/

I just added a workaround in Autoptimize (beta) to prevent this from happening, if interested you can download the beta here and install it instead of 3.1.0/ 3.1.1. feel free to report back!
I have deactivated the JetFormBuilder plugin as you said and it worked !
Also, with the beta you provided the problem is resolved ! Both plugins (Autoptimize and JetForm are activated simultaneously without problem).
