Can’t access website (not mine). i was on a site earlier, closed the window, went back 10 min later and now im always redirected to a wordpress installation. i dont get it its not my website, can someone shine some light on this, thanks.

If it is not your website… There is no way to know for sure. The site owner can coincidentally be performing maintenance.

An easy way to know if this is a caching issue (either browser cache or network cache or anything like that) is to use your mobile phone on cellular data. If you are getting the same error, the issue is server-sided (AKA, not your problem!)
