Can’t add Navigation menu, shows footer navigation instead

I’m trying to create a website with Twenty Twenty-Four but finding it very frustrating.

I don’t know what I did but, the footer navigation menu is appearing in the header and I can’t find any way to change it. I want to keep the footer navigation (privacy policy, etc) in the footer and have pages with content show up in the top navigation.

To summarize, the footer navigation is showing up in the header instead of the regular navigation menu. How do I change this?
