I just upgraded to WordPress 6.1 and I’m confused about unordered and ordered List blocks when Top Toolbar is enabled.
When I add a new List block by typing /li, I get an unordered list. If Top Toolbar is not enabled, then in the floating toolbar, I see the Select List button that, when clicked, lets me change to an ordered list. Screenshot:

But when Top Toolbar is enabled, I don’t see the Select List button or any way to change from unordered to ordered:

Was there some change to List blocks that I missed? I’ve searched the 6.0 and 6.1 release notes, throughout this forum, and with Google more generally but didn’t find anything, but I’m probably not using the right terms.
I’m testing with the 2022 theme and Chrome / Mac OS 12.6.1 / Version 107.0.5304.87 (Official Build) (x86_64). I purged Chrome’s cache and the WP Optimize cache.
