This may be a bug.

I use [ADINSERTER CHECK country="^MO,^AU,^US"].
In the source code of the page I see <div class="ai-dynamic" countries="MO,^AU,^US" country-list="B" data-code="">.
Loss of negation ^ always happens if more than one value of country attribute is listed.

Can you check on your side?
