Yes, because theme developers didn’t add it to the customization.
You can try several options depending on which theme installed:
**Custom theme:**
You can check it on the theme Options page if have it.
**Elementor theme**:
When editing the page with Elementor. Click the Footer label in the sidebar. This will open the Footer’s details dashboard. Click the Edit link in the upper right corner of the specific Footer you wish to edit.
**Block theme:**
**Access the Site Editor:** Navigate to your WordPress dashboard, then go to Appearance > Editor and click on the home page to open the Block Editor.
**Replace the Footer** : Click on the document overview, go to the footer section, click on the 3 dots menu of that section, and select “Replace”.

Your theme could be built pre-full site editor, in which case your footer area could be contained in Appearance>Widgets, in which case you’ll need to create a footer-specific menu under Appearance > Menus to then choose for the footer widget
