This option isn’t from Defender, is it gone when Defender is disabled?
This sounds like a custom code using the registration_errors hook, do you have any other security plugin or custom code in your child theme?
I suggest a full plugin conflict test https://wpmudev.com/docs/getting-started/getting-support/#conflict-test to find out which plugin triggers that situation.

It was indeed another plugin causing the issue 🙂
Any chance you guys will add an option to block registration based on domain / email address?
Would be handy to have in the Login Protection section, rather than needing a separate plugin for it.
