Exclude Path and disabling this not working

I experimented with the Exclude Path settings for a page and it worked ok.

However, when I removed the string from the text box and saved it, it did not reverse my selection.
Now, it does not translate that page at all. (The translation button is visible but does not translate that page.)
The original path is https://robamuk.com/help-advice/, and the translated path should be https://robamuk.com/cn/help-advice/. However, it redirects to the untranslated path, and then the whole site reverts to the original language. (You can switch on the other pages, but not on the one in question!)

How can I resolve this?
