Glad you reached out and thanks for letting us know about this.
I was able to test the extension download and it’s working as expected. Once you agree to the terms with the checkbox, the button downloads the file as a zip file. The zip file also works with uploading the file to the Plugins page, and it properly activates.
I’ve seen this happen to Mac users where compressed downloads auto-extract zip files so you immediately see the included files. Or maybe it was fixed ahead of time.

My bad, it’s been a long day – you are right it auto extracted the zip and I just have so many files in my downloads I didn’t notice. Sorry to bother!
